The Right Prescription On this date in 1904, New York enacted the first state pharmacy legislation, which required pharmacists to obtain four years of practical experience and two years of schooling in pharmacy. Before this legislation, there were no standard qualifications for pharmacists, meaning that just about anybody could hang out a shingle and dispense pills, potions and cure-alls.
